RI,China agree on loans for power plants

China has agreed to soon disburse part of loans some of its banks have committed to lend to Indonesia to finance the latter’s first 10,000 megawatt (MW) crash program undergoing delays because of lack of funding.

Indonesia’s acting Coordinating Minister for the Economy Sri Mulyani Indrawati, who visited China over the weekend, told a press conference here Monday that Chinese banks committed to provide the loans and state electricity firm PT PLN had begun talks over immediate disbursement of the remaining loans.

The Chinese investors have suspended temporarily the release of further disbursements for the program, saying they wanted an increase in interest rates above those agreed before.

Mulyani said Indonesia was expecting the Chinese banks to soon disburse more of their loan commitments to the Indramayu, Suralaya, and Paiton power plants. Negotiations, however, are still on going for the Pacitan, Pelabuhan Ratu and Meulaboh power plants.

Bank of China, Mulyani said, has committed to lend US$592 million (Rp 7.1 trillion) for the Indramayu power plant. The project has been 71 percent completed and is expected to finish by September this year.

China Exim Bank has committed to finance the Suralaya and Paiton power plant projects worth $615 million, only $188 million of which has been disbursed. The projects have been 64 percent completed.

Pacitan, Pelabuhan Ratu and Meulaboh power plant projects worth $899 million in total. China Exim Bank has been committed on financing them, but it is still negotiating with PT PLN the terms of condition and the amount of the funding.
